Provincial Nominee Program

Canada consists of ten provinces and three territories. Province has separate immigration categories and programs. Each participating province has its own nomination guidelines. Individuals who aspire to apply for PNP should check the eligibility criteria for each province. If they are meeting the required criteria then they can apply for Provincial Nomination.

Provincial Nomination means applicant is found suitable for a particular category of program in that province. The final decision to confer permanent resident to provincial nominee candidate rests with Citizenship and Immigration Canada (CIC). There are several ways to get nomination from the province either as skilled worker with employment offer, international student category, business and entrepreneur category are few of them. Additionally some provinces come up with pilot project for limited time period for certain categories.

Some provinces also accept applications from individuals outside Canada based on point based system and in demand occupation list or through family sponsorship.

Express Entry Program

Express Entry is online system for managing PR applications which has started from January 2015; there are currently three programs under Express Entry. Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class program, in addition some provinces have sub category through Express Entry for Nomination. It is point based system selecting the best candidates through Comprehensive Ranking system.

With the online system getting launched the average processing time is just 6 months which earlier in the old system was 12-14 months.

The Canada Express Entry works on entirely a competitive method of selection and not first cum first serve basis and so the eligible candidates are rightly selected basis their skill and assessment results and not on time of application basis. Earlier the Visa fees were to be paid by the applicants at the time of application along with submission of documents but with the new express entry online system the Visa fees needs to be paid only after receiving the Invitation to Apply (ITA) from the Canadian government.

The point calculator known as the CRS (Comprehensive Ranking System) has a total of 1200 points that an applicant can score on the eligibility criteria of age, education, language proficiency, job experience, adaptability. 1200 points is a sum of the total points allocated to each eligibility factor that a applicant scores basis the information entered in the assessment form. The lowest ranking benchmark is decided by the Canadian government every month for the applicants to score on minimum basis and proceed further with their applications.

Canada Express Entry eligibility criteria

  • Meet the requirement for one of the listed programs.
  • Although job offer is not mandatory but you need to register with job bank to connect with employers looking for skills similar to yours.
  • You must meet minimum language criteria and the test results must not be more than 2 years old.
  • Education Credential assessment for foreign qualification, this report is valid for 5 years.
  • Skilled work experience in NOC 0, A and B (12 months of full time i.e. 30 hrs per week or equal amount of part time work experience).

In the year 2016 almost 15000 invitations were issued by the Canadian Government under the Canada Express Entry system. The invitations were sent on the basis of the lowest ranking denomination decided by them. These invitations would than get converted to the number of immigrants granted the PR provided once the formalities of the documents and Visa Fees is completed by the applicants.
